2025年1月10日、米国財務省外国資産管理室(OFAC)は、経済・軍事上の要職にある8人を制裁対象としました。ニコラス・マドゥロの大統領就任後、不正選挙疑惑を受け課された制裁は、民主的なプロセスを回復し、人権侵害に対処することを目的としています。「ニコラス・マドゥロによる弾圧と独裁的な統治を支持する」とされている人物には、国営ベネズエラ石油(PdVSA)の社長、マドゥロ大統領の運輸大臣、ベネズエラ国営航空企業コンソーシアム(CONVIASA)の社長および、軍と警察の高官が含まれます。制裁についてより詳細な情報をご希望のメンバーは、通常の当クラブ連絡先までご連絡ください。

On 10 January 2025, the U.S. Department of the Treasury Office of Foreign Assets Control (OFAC) sanctioned 8 individuals in key economic and military positions. The sanctions, announced following Nicolas Maduro’s inauguration and amidst allegations of electoral fraud, aim to restore democratic processes and address human rights violations. The individuals described as “Supporting Nicolas Maduro’s Repression and Illegitimate Claim to Power” include the president of Petroleos de Venezuela, S.A., (PdVSA), Maduro’s Minister of Transportation, the president of the Venezuelan Consortium of Aeronautical Industries and Air Services (CONVIASA), the state-owned airline, together with high-level officials within the military and police forces. 

The property interests of the sanctioned entities and individuals located in the US or in the possession/control of US persons are now blocked and must be reported to OFAC. Transactions involving these parties are prohibited unless authorised by a general or specific licence issued by OFAC. Financial institutions and others engaging with sanctioned entities or individuals risk sanctions violations or may be subject to enforcement actions. Prohibited activities include providing or receiving funds, goods or services to or from designated persons.

A similar approach has been taken by the EU, UK and Canada, which have expanded their sanctions programmes and sanctioned Venezuelan officials, aligning their efforts with the US measures, which include asset freezes and travel bans.
