アラブ首長国連邦- バンカー条約に加盟

アラブ首長国連邦は、「2001年の燃料油による汚染損害についての民事責任に関する国際条約」(バンカー条約)に加盟しました。添付のIMO回覧によると、同条約はアラブ首長国連邦にて、2021年6月23日り発効するとのことです。

The United Arab Emirates has acceded the International Convention On Civil Liability for Bunker Oil Pollution Damage, 2001. In accordance to the IMO attached circular, the convention will enter into force in the UAE on 23rd of June 2021.

Members should be noted that all UAE flagged ships including oil tankers over 1,000 gross tonnage is required to obtain the Bunker Convention Certificate from the Federal Maritime Authority of United Arab Emirates (FMA), represented by the Ministry of Energy & Infrastructure at the time the convention enter into force.

2001年3月、燃料油による汚染損害についての民事責任に関する国際条約(バンカー条約)が採択されました。この国際条約は、船舶の燃料油による汚染損害の被害者に迅速かつ十分に、そして効果的な補償を受けられるように制定されたものです。日本政府は2020年7月1日にこの条約への加盟文書を寄託し、2020年10月1日に発効されることとなりました。

日本政府は、日本に寄港する船舶に対してP&I保険への加入を義務付けています。しかし、近年日本において、海難事故による燃料油などの流出または難破物が発生した際、保険会社が船舶所有者の保険契約違反を理由に保険金を支払わず、結果船舶所有者が処理費用を払わず油濁や難破物が放置され、処理を行った者への補償がなされない事例が発生しています。e been instances where insurance companies refused to make payments for bunker oil and other spills due to a maritime accident or for wrecks because of a violation of the insurance policy terms by the Shipowners
