Asian Gypsy Moth

Members are reminded of the following updates in relation to Flighted Spongy Moth Complex (FSMC), formerly known as Asian Gypsy Moth (AGM).

2023 FSMC regulations remain mainly without changes, compared with the ones of 2022; the following amendments though, may be highlighted:

  • Canada and the US: authorities increased the time period during which FSMC certification is required.
  • Chile: Chilean authorities may target vessels that have called at several Chinese ports (especially in the South) that are currently not regulated by the US, Canada and New Zealand.
  • Argentina: Argentinian authorities aligned their regulations to those of the US and Canada as far as the period during which FSMC certification is required; in addition, they aligned their regulations to those of Chile as far as regulated ports/countries/prefectures are concerned.
  • Australia: no material changes.
  • New Zealand: authorities aligned their requirements to those of the US and Canada; nevertheless, contrary to the US and Canada, only vessels that in the past 12 months were in one of these regulated ports during the risk periods are required to present a valid pre-departure certificate.

Members may consult the following tables as reference; they are strongly recommended though to contact their prospective agents at ports in countries requiring certification, or to visit them, if in doubt:
