The UK Club have received the following update from our local correspondents Huatai Insurance Agency & Consultant Service Ltd regarding guidelines for supervision and management of air pollutant emissions.

Members are advised that on 16.01.2020, China MSA issued the above Guidelines to standardize the implementation of IMO 2020 Sulphur Cap, from1 January, 2020, with China's "Implementation Scheme of the Domestic Emission Control Areas for Atmospheric Pollution from Vessels".

The Club's correspondents in China, Huatai Insurance Agency & Consultant Service Ltd, have summarised the main areas covered by these Guidelines. The Guidelines provide guidance on the inspection of fuel oil in use on the ship. This includes the monitoring of the ship's exhaust and an inspection of its AIS, an inspection of the ship's documents such as its engine log book, bunker delivery note and fuel consumption information report and the taking and testing of fuel oil samples. For the first time ever, guidance has also been provided on applicable penalties, level of fines to be imposed and steps to be taken to address violations noted. Members are strongly urged to refer to Huatai's Circular PNI 2001 attached for further details. 

In order to standardize the implementation of the "Implementation Scheme of the Domestic Emission Control Areas for Atmospheric Pollution from Vessels" (hereinafter referred to as the "Scheme") issued by Ministry of Transport of the PRC as well as the "Implementation Scheme of 2020 Global Marine Fuel Oil Sulphur Cap" (hereinafter referred to as the "Scheme of Sulphur Cap"), and to provide a reference for the Maritime Authorities to carry out the supervision and management of the emission control of air pollutants from ships, China MSA issued the "Guidelines for Supervision and Management of Air Pollutant Emissions "to local maritime safety administration", which will be implemented from January 1, 2020. To help ship owners and operators understand and comply with the new Regulations, we have prepared this circular introduce the main contents of the updated requirements.
