Further to the Club’s recent update on the joint PSC CIC by Paris, Tokyo and Abuja MOUs on Crew Wages and Seafarer Employment Agreements (MLC, 2006), the Riyadh MOU (composed of member countries Bahrain, Kuwait, Oman, Qatar, Saudi Arabia & UAE) has announced it will launch a CIC on ship’s lifting appliances, to run from 1 September 2024 to 30 November 2024.
In this context, 'lifting appliances' refers to all stationary or mobile appliances used on board ships for suspending, raising, or lowering loads or moving them from one position to another while suspended. Meanwhile, 'loose gear' means any gear through which a load can be attached to a lifting appliance, but which does not form an integral part of the appliance or load.
The purpose of this CIC is to ensure that all lifting appliances and loose gear on board a ship is periodically examined/tested and properly maintained. The campaign also seeks to ensure crew awareness with the risks involved with lifting operations and compliance with best practices outlined in the safety manuals for such tasks.
The PSC inspectors will use the attached questionnaire to check the condition of the lifting appliances and loose gear, as well as the crews' familiarity with safe operations and periodic maintenance.
Members are recommended to refer to the attached Club bulletins on the examination, testing, and maintenance of lifting appliances and loose gear. Reference should also be made to the IMO’s Guidelines for Lifting Appliances (MSC.1/Circ.1663).
