The Club's local correspondents in Turkey have issued an important Circular advising that Turkish customs officers have been boarding vessels at random to check/ measure bunker quantities on board in order to verify declared bunker quantities in vessels' pre-arrival documents. These checks are being carried out under Turkey's Anti-Smuggling Code (Law numbered 5607). Under Article 3/1 of the Code, any individual found to have imported goods into Turkey in disregard of the customs procedures shall be punished by a prison term of between 1 to 5 years, in addition to a monetary fine of up to 10,000 days*. Three years ago, the UK P&I Club issued a Legal Briefing[1] on Electronic Bills of Lading (eBLs) in which we tried to de-mystify the concept of the eBL, by providing an insight into how the systems of the three eBL providers approved by the International Group of P&I Clubs (the "IG") at the time, namely Bolero, essDOCS and e-Title™, work. We explained the legal principles relied upon by these providers to enable their eBLs to replicate the essential functions of a paper BL. We also tried to put cyber risks in context by explaining that these risks are risks associated with the general use of computers in our businesses, and are not risks specific to the use of eBLs.

TT Club, the UK P&I Club and UK Defence Club, part of Thomas Miller Group, launched a new user-friendly online hub of essential resources for Members, customers and their network partners, called Thomas Miller Connect, in December, seeing significant uptake.
The UK Club Crew Health team were recently asked to source support for seafarers
who had sadly witnessed the unexpected death of a fellow crewmember. Months
later, despite initial counselling, the crew was still experiencing flashbacks and
anxiety. They were suffering from Post-Traumatic Stress Disorder (PTSD).
