EU sanctions against Syria - May 2011

COUNCIL REGULATION (EU) No 442/2011 of 9 May 2011 concerning restrictive measures in view of the situation in Syria. This regulation sets out the prohibition of supply of materials and equipment to Syria which may be used for repression of its civilian population. It also provides a list of people and other entities who it identifies as responsible for such acts of repression and thus directly subject to sanction.

Some charterers are seeking to introduce a clause that is potentially prejudicial to owners P&I cover. It seeks to impose responsibility upon an owner for all P&I liabilities even where the charterer is wholly at fault and bars any recourse claims against those charterers. Members are advised to refuse such clauses or face a significant uninsured liability

Unrest in Egypt, Libya and the Middle East

The recent civil unrest and unexpected political changes in Tunisia and Egypt have now spread to Libya and are being felt in Bahrain, Yemen and other countries in the Middle East. Libya is the first major oil exporter to be affected, and has seen the most violent repression of public protests. The situation there is changing rapidly and the outcome remains uncertain.
