COP26 - A summary

After two weeks of intensive and tense negotiations, the outcome of COP26 can probably be best summed up by the words of its President, Mr Alok Sharma; "Today, we can say with credibility that we have kept 1,5 degrees within reach - but, its pulse is weak"; below is an overview of the wider measures and initiatives to emerge from COP26, as well as a more detailed summary of the shipping-related elements.
The Club would like to draw Members' attention to the UK MCA's guidance issued on 17-09-21, providing updated details on the requirements for monitoring and reporting emissions data from ships to the UK MRV Regime.
The UK P&I Club teamed up with Blank Rome and Peacock Piper, to discuss current environmental and compliance trends both on a Federal and State level for California.

To promote safety and avoid maritime pollution, the Ghana Maritime Authority (GMA) has issued this shipping notice laying out the mandatory procedures for the transfer of oil and other substances.

The IMO MEPC Review on VLSFOs

In the lead up to the implementation of the IMO Sulphur regulations (on 1 January 2020), the shipping industry raised concerns over the uncertainty and potential diversity of the VLSFO characteristics so the ISO committee in charge of ISO 8217 has published a global overview of the key VLSFO fuel characteristics

UK P&I Club Live Webinar (Series 2): Fuel Quality Part 2 Technical Aspects of Fuel Quality Claims

Following the the success of the Club's 1st webinar, Anuj and Ansuman were joined by James Duncombe from CWA to answer various queries raised by the audience on the technical aspects of fuel quality claims.
The UK P&I Club successfully conducted its first webinar, it focused on the practical and legal issues of fuel quality.
With the IMO 2020 fuel regulations, and alongside that the Emission Control Area (ECA) regulations, currently at the forefront of everyone's mind, the California Air Resources Board(CARB) has felt it necessary to issue a reminder, Marine Notice 2020-1, to vessel operators that the California Fuel Regulations remain fully in force, and must be complied with. These regulations, applicable within 24 nautical miles of California's shore, require the use of distillate fuels with maximum 0.1% sulphur content and do not allow for the use of exhaust gas scrubbers or non-distillate fuels to meet compliance standards.
China MSA announces their Implementation Plan of 2020 Global Marine Fuel Oil Sulphur Limits

In order to effectively implement the IMO's global regulations on the limits of the sulphur content of marine fuel oil, China MSA announced the Implementation Plan of 2020 Global Marine Fuel Oil Sulphur Limits (hereinafter referred to as "The Plan") on 23 October 2019.
The 74th session of the IMO's Marine Environment Protection Committee (MEPC 74) took place on 13-17 May 2019 at the IMO headquarters in London.
The Hong Kong Government Environmental Protection Department has implemented restrictions on burning fuel oil whilst berthed alongside within the port limits of Hong Kong.
