Iran Sanctions Relief Period extended

Confirmation received from the US government and the EU Council that the existing relief program, which ran from 20 January to 20 July, suspending certain Iran sanctions measures, is being extended for 4 months to 24 November 2014.
Ukraine Sanctions - June 2014 Update

EU passed regulation prohibiting imports of goods originating fro the Crimea into the EU. Regulation 692/2014 prohibits provision of financial assistance, as well as insurance and reinsurance related to the import of such goods.
In a decision that will provide reassurance to the tanker transhipment trade, the Court of Appeal ([2014] EWCA Civ 713) has considered the issue of whether Owners had acted unreasonably in withholding their consent for the use of two nominated VLCCs in a Ship to Ship (STS) transfer of crude oil from another VLCC at the port of Pasir Gudang.
The "Nontank Vessel Response Plans and Other Response Plan Requirements" (NTVRP) final rule required owners or operators of nontank vessels 400 gt and above to submit oil spill response plans for vessels operating on the navigable waters of the United States by 30th January 2014
Typical technical problems experienced by shipowners when they are required to use low-sulphur fuels include issues with the supply and storage of low-sulphur fuel, problems with machinery operation when using low-sulphur fuel, incompatibility between fuel types, and difficulties and delays when changing over from one fuel type to another.

The International Convention on the Removal of Wrecks, adopted at a Diplomatic Conference organised by the International Maritime Organisation (IMO) in Nairobi in 2007, will enter into force on 14th April 2015, 12 months after ten states have ratified it. Those 10 States are: Bulgaria, Denmark, Germany, India, Iran, Malaysia, Morocco, Nigeria, Palau and the United Kingdom.
Libyan Ports Update - 9th April

Zwetina & Marsa Hariga oil terminals have been re-opend recently to be operating normally as they are now under government control. Other ports ( Essidra & Ras Lanuf) are expected to re-open in the next couple of weeks and return to government control and operate normally.
The USCG's Ballast Water Discharge Standard Regulation which came into effect on 21st June 2012, required vessels to install Coast Guard "type-approved" ballast water management systems pursuant to the implementation schedule below. According to the schedule, a vessel with a ballast water capacity of between 1500 - 5000 m3 must implement an approved ballast water management method by her first scheduled drydocking after 1st January 2014.

Following the agreement reached in November last year between Iran and representatives of USA, UK, China, France, Russia & Germany, the Club reminded Members that a formal change in EU, UK and US laws would be needed to provide shipowners and their insurers with relief from existing prohibitions - and that until such changes were made, the effect of sanctions on Club cover would remain unaltered.
