The International Maritime Organization (IMO) issued an updated list of national operational contact points dated July 31, 2018.
Members are referred to the Alert issued by the Association on 21/04/2017 relating to the Panama Canal Advisory A-15-2017: Modification to Fuel Requirements in Canal Waters.
Members are advised that the Australian Maritime Safety Authority (AMSA) has issued a new marine notice (2018/3), reminding vessel owners, operators and masters of the need to stow and secure cargo containers in accordance with approved arrangements.
UK Club visit maritime cadets for 150th

This week UK Club Senior Loss Prevention Advisor Anuj Velankar and Risk Assessor Ansuman Ghosh visited Maharashtra Academy of Naval Education Training (MANET) and Tolani Maritime Institute in India.
The Club has learnt that Paris MOU, Tokyo MOU, Indian Ocean MOU and Black Sea MOU port state control (PSC) regimes have agreed to focus on the prevention of air pollution by ships during their forthcoming concentrated inspection campaigns (CICs) - 1 September 2018 and 30 November 2018.

Preparing for the 2020 low sulphur limit

The IMO's Marine Environment Protection Committee (MEPC) set 1st of January 2020 as entry-into-force date of the 0.50% m/m global sulphur in marine fuel cap at its 70th session on 24th - 28th October 2016. In preparation for implementation of the limit, extensive work has been carried out by IMO and recently by its Intersessional Working Group that met during 9th -13th July 2018.

1152 - 07/18 - Waste ban in Thailand

Members are advised that the government in Thailand is implementing strict measures to ensure that prohibited plastic waste is not permitted to be imported or entered into the country. This follows a recent national police investigation, with the discovery of smuggled & prohibited waste.
The Club has been alerted to a number of recent incidents involving crew at mooring stations, most of which have resulted in horrendous life-changing injuries, one was fatal.
During transfer operations, the cargo hose ruptured near the receiving vessel's manifold, causing oil to spray on deck and overboard.

The Maritime and Port authority of Singapore (MPA) has released a port circular regarding the control of smoke emissions by vessels in Port.
Members may recollect previous bulletin by the Club which covered developments in bunkering in Singapore. The Maritime Port Authority of Singapore (MPA ) had mandated that all Marine Fuel oil delivery in Singapore after the date of 01 January 2017 was to take place with the use of Mass Flow metering (MFM) system.
