New Ebola outbreak in the Democratic Republic of Congo confirmed by the World Health Organisation

The World Health Organisation (WHO) has confirmed an outbreak of the Ebola virus disease. So far eleven suspected cases have been reported, including three deaths.
Regulation of Ports in Turkey

Our local Correspondents have supplied the Club with their latest circular on recent amendments and alterations made on the "Regulation on Ports" in Turkey.
The U.S. Coast Guard has issued a new Port Security Advisory (PSA) 1-17, on the imposition of Conditions of Entry on vessels arriving from ports/countries that do not maintain effective anti-terrorism measures.
Further to the Spanish Government passing the Stevedores Port Law reform last Friday, 24 FEB 17, the Club has learnt of the following strikes to be called by Spanish stevedores at all Spanish Ports.
Port authorities may require evidence of insurance prior to the expiry of current documents. Ships without 2017 policy year documentation prior to 20th February may face trading delays.
New Regulations for Zika Virus in Korea

On the 18th of November 2016, the WHO announced that the Zika virus no longer represents a 'Public Health Emergency of International Concern'.
The Club has been informed of a number of National Governments advising their citizens about unrest in Venezuela.
China ECAs Summary

From 1st January 2017, all the key ports (i.e. Tianjin, Qinhuangdao, Tangshan, Huanghua, Shenzhen, Guangzhou, Zhuhai, Shanghai, Ningbo-Zhoushan, Suzhou and Nantong ) within the three China ECAs will implement the low sulphur bunker requirements. The Club has been informed of a rise in the number of attempted thefts from Vessels in the anchorage of Tianjin Port, China
The Club has been recently advised of the strengthening approach of South African Authorities towards stowaways following a recent increase in the number of stowaway attempts in Durban.

Zwetina & Marsa Hariga oil terminals have been re-opend recently to be operating normally as they are now under government control. Other ports ( Essidra & Ras Lanuf) are expected to re-open in the next couple of weeks and return to government control and operate normally.
