Carrying Deck Cargo - at whose risk?

The UK Club routinely advises Members on the implications of proposed carriage of cargo on deck. The Club usually advises on both the contractual aspects, i.e. risk allocation under the Bills of Lading and Charterparties, as well as from a loss prevention/ or practical perspective. Carriage of cargo on deck exposes the cargo to a variety of extra risks from the elements, such as sea-spray and wind, as well as the potential risk of being washed off or falling overboard due to bad weather conditions or inadequate lashing/stabilising. Depending on the cargo, there may also be issues with the stability of the vessel itself, for example, the carriage of wing blades on top of hatch covers.
INTERTANKO have recently received reports from Members in relation to uncharted terminals in China ports. Hydrographic inaccuracies and the non-marking of existing terminals on charts pose serious navigational risks and prevent ship Masters from carrying out proper passage planning and risk assessment.
The Club reports a case of a crew member recently repatriated following a period of insomnia and heart palpitations.
Volunteering at Hackney Play Association

Last Friday twenty Thomas Miller employee including those from the UK Club, spent a day volunteering at Hackney Play Association to provide inclusive spaces and services for children, children with disabilities, young people and their families
As reported in Circular 16/18 when U.S. secondary sanctions were re-imposed against the purchase and carriage of Iranian crude oil, petroleum products, liquified gases and petrochemicals, in November 2018, eight countries - China, Greece, India, Italy, Japan, South Korea, Taiwan, and Turkey - were granted waivers, known as Significant Reduction Exemptions ("SREs"), to permit the import of limited amounts of Iranian crude oil up to 2 May 2019.
The main engine lube oil cooler was found to be leaking at the sea water outlet flange and collected water showed signs of oil contamination.
Turkey - Time Bars

Under Turkish law, time bars and rights to lodge a claim with regards to Shipping law and maritime cases are regulated within the Turkish Commercial Code (TCC) and, regarding general disputes, within the Turkish Code of Obligations (TCO). The "general" provision under the TCO (art. 146) is that all claims are subject to a 10-year time bar, unless otherwise is stated under law.
Lessons Learnt: Crew injured securing a tow

The Club is aware of a number of accidents occurring during the making fast or letting go of a tow. In another case, a carpenter was killed after being struck on the neck by a messenger line jumping off a warping drum.
