As a civil law country, the general provisions of prescription are provided by the Civil and Commercial Code ("the Code") in its Book I, Title IV, Chapters I and II which came into force in 1923 and was subsequently amended in 1925 and 1992. In principle, the period of prescription begins to run from the moment when the claim can be enforced. If the claim is for forbearance, prescription begins to run from the moment when the right is first infringed (Section 193/12 of the Code).
Vietnam - Time Bars

The time bars are defined under Article 149 of the Civil Code 2015 (to become effective from 01 January 2017) that time bar means a time-limit provided by law where, upon its expiry, a legal consequence arises as prescribed by law.
California - vessel fee increase

(SLC) issued a notice stating that, effective 1st April, the fee paid by a vessel with a qualifying voyage arrival at a California port will increase from $850 to $1,000.
The E.O. had an effective date of March 16, 2017. However, the key provisions of E.O. 13780, banning the issuance of new visas to nationals of the six designated countries for 90 days, have now been suspended by two Federal district court judges, one in Hawaii and the other in Maryland. A ruling is awaited from a third Federal judge in the State of Washington.

The UK P&I Club Crew Health team hosted a 20th Anniversary dinner at the "Zinfandels" restaurant, Esplanade Hotel, Zagreb on Tuesday 7th February 2017.
The Club was recently involved in another case of kidnapping crew members in West Africa.
